The Atmosphere is the cloak that covers planet Earth allowing through the filtration of the sunrays for the existence of life as we know it. The development of human society, completely careless with the enormous environmental benefits the atmosphere provides to life, adopted an energy matrix based on fossil fuels which is impairing the frail composition of its gases, with catastrophic consequences to society in the form of climate changes.

The University must act in a coordinated way with the objective to take the lead of the actions that might reverse this complex process the mankind is facing. The contradiction has to be overcome through simple alternatives that aim to change deep rooted and ecologically incorrect habits, mainly those that impair the air quality hence contributing for the escalation of the climate changes.

Thereby, actual problems like individual transportation based on crude oil, the great villain of the greenhouse effect, must be altered by means of alternative sourcing. The University as important mediation in the culture formation must propose changes of paradigms and stimulate alternatives such as shared transportation, collective transportation and bicycle use.

The air transmits the sound and therefore, out of respect for the individual in the campus and dwellers in the surrounding communities it is necessary to set consistent planning actions, use sound barriers and proceed to the identification and mapping of sound pollution sensible areas.

Aiming to improve the quality of the air in the campus we suggest the following directives:

Directives

  • Neutralization of the polluting gases generated by some activities performed in the campus
  • Follow up of the climate conditions in the campus and in the Gavea valley assessing the local weather patterns, the critical climate events and their impacts.
  • Follow up of the air quality in the campus and in the Gavea valley identifying polluting agents and developing technical solutions that help absorb this pollution.
  • To reduce the effects of sound pollution by the implementation of physical or biological barriers in and out of the campus, reducing the impact produced internally and  xternally, on the dwellers of the University surroundings.
  • Implementation of integrated programs that stimulate the use of alternative transportation such as the solidarity hitchhiking, collective transport and bicycles.

Targets

SHORT TERM

  • To stimulate consciousness raising campaigns on the use of alternative transports and on the importance of reducing CO2 emissions.
  • Stimulate consciousness raising campaigns aiming to reduce the sound pollution within the campus.
  • To map out the air quality in the campus.
  • To map the sound emissions in the campus.

MEDIUM TERM

  • Implementation of an air quality monitoring station in the campus.
  • To monitor the quality of the air in the campus.
  • To monitor the temperature and pressure in the campus.
  • To map the critical gas pollution generation points in the University.
  • To develop indicators able to gauge air quality in the campus.
  • To implement an air quality monitoring system in the campus.
  • To map out the winds in the campus.
  • To implement filters that seek to neutralize the effect of the emission of polluting gases – pilot.
  • To establish a solidarity hitchhiking system supported by the Vice-Rectory for Community Matters and the campus Administration (Prefect).
  • To implement a differentiated-charge system in the parking that takes into account the generation of greenhouse gases.
  • To increase the capacity of the bicycle parking lots in the University.
  • To propose new ruling both academic and administrative that guides towards the elimination of gases and noise within the campus.

ONG TERM

  • Detailed monitoring of the gases produced in the different laboratories of the campus.
  • Implementation of filters in all the gas producing agents of the campus.
  • To promote the compliance and expansion of the installations of the campus in order to reduce sound pollution, through the increase of the efficiency of the used materials as well as through the introduction of physical or biological barriers in the unused spaces of the campus.
